Fix permissions error when adding the Decisions app in MS Teams
This guide shows IT admins how to enable the Decisions app when users are seeing “You don’t have permissions to add this app. Contact your IT admin for help.”
Overview of permission error
This permissions error can appear when Microsoft 365 Copilot Agents, Teams app availability, or Teams Setup policies are not configured correctly for your organization’s users. It can also show up for users who previously had access to the Decisions app.

Overview of configuration areas
- Ensure that agents are available to the users in the M365 Admin center
- Copilot > Settings > Data access > Agents
- Ensure that Decisions is available to the users in the M365 Admin center
- Copilot > Agents > Agent inventory > Decisions
- Ensure that Decisions is available and unblocked in the Teams Admin center
- Teams apps > Manage apps
- Create/update setup policy to install Decisions in the Teams Admin center
- Teams apps > Setup policies > "Policy name" > Installed apps
Detailed steps for configuration areas
Ensure agents are available to users (Microsoft 365 admin center)

Go to admin.microsoft.com → Copilot → Settings → Data access → Agents.

Confirm who can access agents. Set to All users or the groups that include Decisions users.

Make the Decisions app available (Microsoft 365 admin center)

Go to Copilot → Agents → Agent inventory.

Search for Decisions.

Make sure it is Unblocked and Available.

If needed, open Decisions, go to Users, and Deploy to the right users or groups


Allow the Decisions app in Teams (Teams admin center)

Go to admin.teams.microsoft.com → Teams apps → Manage apps.

Search for Decisions.

Set status to Allowed (not Blocked).

Create a setup policy that installs Decisions (Teams admin center)

Go to Teams apps → Setup policies → Manage policies.

Select existing or Add new policy

Add Decisions under Installed apps.
